The Opportunity
This project involved the development of a comprehensive Safety Case Report (SCR) for Clarence Mill, a converted 19th-century mill comprising a mix of residential and commercial accommodation across six storeys. Due to its height and residential occupancy, the building falls within the higher-risk building regime under the Building Safety Act 2022. We were appointed to support the Principal Accountable Person (PAP) in meeting their regulatory obligations by developing a robust and compliant Safety Case Report.
Our Approach
Our Building Safety Team provided a coordinated, multidisciplinary service to establish a clear understanding of the building’s safety risks and existing safety information. The project commenced with an extensive review of available documentation, combined with site verification activities to assess the accuracy and completeness of the building information held. Using a structured evidence methodology, we developed a comprehensive Safety Case Report that demonstrated how building safety risks are identified, managed and controlled.
As part of the process, we undertook a detailed Building Safety Risk Assessment, facilitating risk workshops with key stakeholders to identify and evaluate potential fire and structural hazards. This assessment enabled us to identify information gaps and suggested other areas for investigation where additional evidence was required to support the safety case.
To complement the Safety Case Report, our fire safety specialists delivered a suite of supporting services, including a retrospective fire strategy, a Type 4 Fire Risk Assessment, a compartmentation survey and a fire door survey. These assessments provided critical information regarding the building’s fire safety provisions and helped strengthen the evidence base underpinning the Safety Case. A targeted improvement plan was then developed, providing a practical roadmap for ongoing compliance and risk reduction, while the detailed fire safety surveys enhanced confidence in the building’s fire safety arrangements.
Ultimately, the project transformed a complex historic building into a clearly documented, evidence-based safety case. By combining the Safety Case Report with detailed fire safety investigations, we helped the client strengthen compliance, improve the management of building safety risks and support their journey towards Building Assessment Certification.
