The Opportunity
Located in Southwark, close to London Bridge Station, Chapter London Bridge is a purpose-built student accommodation development. As a Higher-Risk Building (HRB), the Building Safety Act 2022 required the preparation of a Building Safety Case Report (SCR) to demonstrate that building safety risks relating to fire spread and structural failure had been identified, assessed, and appropriately managed. The aim was to provide clear evidence that the building could continue to be occupied safely while meeting the requirements of the new regulatory regime.
Our Approach
Anstey Horne’s Building Safety team led the development of the Safety Case Report, coordinating the collection, review, and assessment of key building safety information. This included as-built drawings, fire strategies, structural data, utility schematics, and statutory documentation.
Working closely with the Employer’s Agent, Principal Contractor, design team, and specialist consultants, we identified and addressed information gaps to establish a robust evidence base. We also reviewed and validated available Golden Thread information and facilitated Building Safety Risk Assessment (HAZID) workshops with key stakeholders to identify and assess credible fire and structural hazards.
The completed Safety Case Report demonstrated that all reasonable steps had been taken to manage building safety risks and that appropriate control measures were in place. The submission met Building Safety Regulator (BSR) requirements, provided reassurance to residents and stakeholders, and established a verified Golden Thread of information. A clear improvement plan was also developed, with defined actions, ownership, and timescales to support ongoing compliance and continuous improvement.
